This dude's hanging out at a skate park near the former Alameda Air Station, and is surprised to see Tesla Motors testing a prototype vehicle on the runway.

This is the same Alameda Naval Air Station at which Chekov (Star Trek) was looking for the "Nuclear Wessels in Alameda". Except the Navy abandoned the place decades ago. Obviously, Tesla Motors thinks it's a good place to test prototype cars.
